Progress depends on teaching quality, accurate initial placement, the level and intensity of the course, contact hours, class profile and international mix, and how much English the student actually uses outside lessons.
Those factors are weighed against the academic objective, the time available and, where relevant, accommodation and location.
The name may be relevant, but it should not be the starting point. Teaching, placement, class profile and purpose matter more.
A well-chosen programme can improve confidence and momentum. Lasting fluency usually requires continued learning and regular use afterwards.
